The statement highlighted here was issued by the North Korean Committee for the Peaceful Reunification of Korea (Committee), a state body formed as an affiliate of the Workers' Party in 1961, "to take advantage of the reunification movement that emerged in South Korea after the April 19 Student Uprising in 1960." According to its text, "North-South relations have reached a situation where there is neither a method to settle relations nor hope to correct them."
